This handbook provides information about the examination and registration process for the National
Counselor Examination (NCE). It outlines the design and content of the examination and guides candidates
through the examination process, from registration through test-taking.



The National Board for Certified Counselors (NBCC) is internationally recognized as a leading provider of
national counselor certification. Additionally, 50 states, Puerto Rico, and the District of Columbia administer
NBCC examinations as part of their counselor credentialing requirements. Based on its reputation for
excellence in the examination field, NBCC has provided consultation services for examination and credential
development to many other organizations in the United States and abroad, including NBCCs affiliate the
Center for Credentialing & Education (CCE). NBCC has contracted with CCE to oversee the certification
examination process.



The examination is delivered in a pencil and paper format at more than 75 national sites and 350 campuses
located throughout the United States. NBCC has contracted with Pearson VUE to assist in the electronic
administration of the examination delivered either on college campuses or at Pearson VUE test centers. The
examination is administered twice a year, in April and October. The examination is usually held on the third
Saturday of the month.



You may postpone or defer your examination date to the next available administration without penalty as long
as you contact NBCC more than 30 days prior to the exam date. If your request is less than 30 days prior to the
exam or if you do not take the exam on your scheduled date, you will pay a $150 reregistration fee to take it
on the next administration date. If an emergency (illness, accident, death in the family, etc.) prevents you from
taking the exam on your scheduled date, you may be eligible for a waiver of the reregistration fee, depending
on your specific circumstances.


The National Counselor Examination (NCE) is a 200-question, multiple- choice, nonsectioned examination.
The NCE represents each of the original eight CACREP (Council for Accreditation of Counseling & Related
Educational Programs) content areas, with question content also emerging from the five work behaviors
determined by NBCCs national job analysis. Thus, the content validity of the NCE is anchored on the five
empirically validated work behaviors determined to be most relevant for competent counseling practice and
the eight CACREP curriculum educational standards.
A different form (version) of the NCE is compiled for each administration of the examination.
Each forms questions, which are drawn from the item pool for the NCE, have undergone extensive review
and field-testing.

Although each form of the NCE contains different questions, the content areas and the respective numbers of
questions representing those areas are consistent. Within the set of 200 questions on each form of the NCE, 160
of the questions are counted for the purpose of determining whether you surpass the minimum criterion (i.e.,
“passing”) score for that form. Thus, the maximum possible score a respondent can achieve is 160.

The remaining 40 items are unscored field-test items. Field-test items are included on the exam to gather item
statistics to evaluate their performance for use on future exams.

The following is an outline of the eight CACREP domains on which the examination questions are based:

1. Human Growth and Development — Studies that provide an understanding of the nature and needs of
individuals at all developmental levels.

2. Social and Cultural Diversity — Studies that provide an understanding of issues and trends in a
multicultural and diverse society.

3. Counseling and Helping Relationships — Studies that provide an understanding of counseling and
consultation processes.

4. Group Counseling and Group Work — Studies that provide an understanding of group development,
dynamics, counseling theories, group counseling methods and skills, and other group work approaches.

5. Career Counseling — Studies that provide an understanding of career development.

6. Assessment and Testing — Studies that provide an understanding of individual and group approaches to
assessment and evaluation.

7. Research and Program Evaluation — Studies that provide an understanding of types of research methods,
basic statistics, and ethical and legal considerations in research.

8. Professional Counseling Orientation and Ethical Practice — Studies that provide an understanding of
all aspects of professional functioning, including history, roles, organizational structures, ethics, standards
and credentialing.

The following is an outline of the five work behavior domains derived from a job analysis of professional
counselors. The descriptions of the work behaviors are intended to be broad examples and are not exhaustive.

1. Fundamental Counseling Issues — Theory and application of counseling clients with conditions that
may be a focus of clinical attention, and clients with various disorders including but not limited to
neurocognitive, personality, anxiety and depressive disorders.

2. Counseling Process — Assessing a clients course of development or ones appropriateness for working
with a specific client. Conducting diagnostic interviews, distance counseling and school/community
outreach.

3. Diagnostic and Assessment Services — Assessing clients educational preparation and potential for harm
to self and others. Conducting biopsychosocial interviews, initial assessments and custody evaluations.
4. Professional Practice — Advocating for client needs and the profession of counseling. Applying career
counseling interventions, current counseling and multicultural counseling models.

5. Professional Development, Supervision and Consultation — Communicating with credentialing boards
and consulting with the justice system, peers or other professionals, prescribers of medications, and
professional organizations.

Illinois participates in the NASDTEC Interstate Agreement and provides a Professional Educator License (PEL) Checklist for Out of State Applicants which states that upon evaluation, additional documentation may be requested by the Illinois State Board of Education (ISBE) prior to the license being issued. The process includes creating an account; consideration for all areas listed on the valid, comparable out of state license; official transcript; and a copy of the valid out of state license. School support personnel (except for school nurse) and administrative endorsements require completion of a master's degree or higher.

Minnesota only requires the passing of content and pedagogy exams for individuals licensed based on teacher preparation from another state. For some licensure areas, specifically in low-incidence special education fields, the content exam taken outside of Minnesota may meet our requirement. Individuals Seeking an Initial License with an Endorsement as a School Counselor: Training in the Recognition of Mental Health Disorder and Behavioral Distress (School Counselors Only); 11. Individuals seeking initial licensure with an endorsement as a school counselor must include verification of this statutory required training in the recognition of mental health disorder and behavioral distress, including depression, trauma, violence, youth suicide and substance abuse. Refer to Superintendent’s Memo #313-17 for additional information on training options to meet this requirement; 12. Effective August 23, 2019, a school leader's licensure assessment prescribed by the Virginia Board of Education shall be met for all individuals who are seeking an endorsement authorizing them to serve as principals and assistant principals in the public schools; 13. Wisconsin participates in the NASDTEC Interstate Agreement, however, jurisdiction-specific requirements include the following: 1. Teachers can bypass jurisdiction-specific requirements if they have a valid license from another jurisdiction and one-year of licensed experience; 2. Teachers who hold a valid license from another jurisdiction but do not have a year of licensed experienced are strongly encouraged to obtain the experience on a 1-year Wisconsin license and then apply for a 3-year provisional license, which leads to a lifetime license.

Board of Professional Certification

The primary objectives of the Society’s certification program are serving the needs of ecologists who wish to establish and validate their credentials in the context of their ecological activities; guiding biologists, government agencies, courts and the public in defining minimum standards of education and experience for professional ecologists, and of encouraging all practicing ecologists to meet such standards; creating and maintaining public confidence in the advice and opinions of certified ecologists as educated and experienced professionals; and assisting the public in identifying ecologists.

The certification program is administered by the Board of Professional Certification, which is responsible for:

  • Providing the program with the guidance and oversight of professional scientists from a variety of career fields—practitioners, academics, educators and others
  • Establishing a procedure for critical peer evaluation based upon defined minimum education, experience and ethical standards
  • Evaluating the merits of providers of continuing education units (CEU) based on scientific and professional content for rigor and suitability to the professional development needs of professional ecologists
  • Reviewing and approving applications for certifications, including verifying completion of CEU requirements
  • Censuring, suspending, and revoking certifications

Composition

  • Chair: The Board of Professional Certification shall elect from its membership a chair, who shall serve a one-year term and may be re-elected for additional consecutive term. The chair is the primary liaison with staff between meetings and is sometimes, as both subject matter expert and leader of the board, invited to meet with partner organizations or potential content providers.
  • Members: Up to 11 members elected by ESA’s membership. Each nominee for the Board of Professional Certification must be a certified Ecologist. Each Board member shall serve a three-year term and is eligible for re-election to one additional consecutive term. Terms commence in January following the year of election and terminate three Decembers after.

    Members meet with staff approximately monthly to complete any necessary discussion of applicants, review content of potential CEU providers and discuss other ESA business, including opportunities to enhance the program’s function and visibility.

  • Marketing the program to ecologists who may be interested in certification

  • Serving as point of contact for certified ecologists

National Board Certification FAQs

Should I take EDCI 5515 or EDCI 5959 credits?

EDCI 5515 credits should be taken if you want to use the National Board Certification toward your Master's degree in Curriculum & Instruction. EDCI 5959 credits are for continuing education only and will NOT be accepted on your Program of Study for the Master's degree in C&I. 

Will there be classes offered to help me proceed through the National Board Certification process?

Yes, a series of seminars and workshops are offered through the Wyoming National Board Certification Initiative each semester. Information about these seminars and workshops is posted and updated on the Wyoming NBC website. Graduate level Curriculum and Instruction credit is available for these seminars (courses listed as EDCI 5515). These courses are designed to support teachers as they grow as professionals and simultaneously proceed through the Board Certification process and the UW Master’s program.  

Where will the classes be offered?

The classes are offered around the state of Wyoming to allow participation across the state. Dates and locations for upcoming seminars and workshops can be found on the Wyoming NBC website. Participants enroll in the courses through UW Outreach Credit Programs (toll free phone number: 1-800-448-7801). Up to 9 total credit hours of the seminars can be taken by enrolled graduate students. Up to 9 total seminar/workshop credit hours may be applied as electives in the Curriculum and Instruction Master’s program.  

Who will teach these classes?

The seminars are taught by Barbara Maguire, a Nationally Board Certified teacher and expert in the NBC process.

How many times can I take the NBC class?

Graduate students/National Board Candidates can enroll in the seminars as many times as necessary/desired. For those seeking graduate degrees, up to 9 credits can be applied to the Curriculum and Instruction Master’s degree program as elective hours dependent upon the student’s committee approval.

What about tuition?

Students will pay regular graduate tuition for the seminar classes. View the current UW fee schedule

Will I need to complete a Thesis or Plan B paper to finish my C&I degree? No, the NBC Portfolios will be accepted in Lieu of a Plan B Paper for teachers pursuing NBC Certification and a UW Master’s degree simultaneously. This acceptance is dependent upon committee approval (not acceptance by the National Board). An agreement to utilize this procedure and maintain portfolio confidentiality has been reached between UW and the NBPTS (National Board for Professional Teaching Standards). The NBC portfolio must be submitted and defended (in a meeting with the student’s graduate committee) prior to initial submission to the NBPTS.  The committee’s portfolio copies will be destroyed after the defense.

If I am already a National Board Certified teacher, can I apply my NBC work retroactively to a graduate degree?

No, the program is designed for those working on National Board Certification and a C&I Master’s degree simultaneously.

Committee members will evaluate the following areas and will determine if the student/NBC candidate accomplished each of these aims/activities at a level sufficient to warrant the substitution of the NBC portfolio and presentation for the Plan B requirement. Houston ISD's board will vote Thursday on whether to seek a waiver from the Texas Education Agency that would allow the district to hire uncertified school counselors, in an effort to address a continued counselor shortage this school year. If passed, the district can make its case to TEA as to why an applicant should be considered despite a lack of certification.

"TEA relies on the standard responses included in the online waiver application to allow the district to ‘bring to life' why the individual is the best candidate for the role," said a spokesperson for TEA in an email to Houston Public Media. "TEA also requests confirmation that the board of trustees has discussed and approved the waiver request being submitted to TEA for review."

School counselors in HISD handle everything from intervening in mental health crises to helping students get their academic needs met. Their ultimate goal is to promote the social and emotional well-being of each child, according to a student's individual challenges.

Typically, TEA requires school counselors to have at least a master's degree in a counseling-related field and to pass the state certification exam before they are allowed to work on public school campuses. It used to also require at least two years of classroom teaching experience in a public or accredited private school, but this requirement was dropped in September.

"The most concerning thing to me is, if they don't have to be certified, then what do they have to have? Because when you're certified, we already know you have the basic requirements to be able to perform the job," said a current school counselor in HISD, who requested to remain anonymous for fear of retribution from the district. "Would they be required to at least have a master's degree in a counseling field? I think they at least need that."

If the waiver request passes, it will largely be up to HISD to decide what set of credentials are appropriate for potential hires.

"I cannot believe, for a job that requires so much training, that they would even allow a waiver for a position where you're responsible for someone's social and emotional health," said Adriana Hasley, a former school counselor in HISD. "It's not a position where you can just learn on the job. They would be putting children at risk."

Hasley worked as a counselor at Wainwright Elementary in northwest Houston for three years before resigning in November. She said her decision to leave was largely due to a toxic workplace environment as a result of the state takeover of HISD.

Over the summer, Wainwright's principal elected to align the school with state-appointed Superintendent Mike Miles's New Education System, characterized by stringent class schedules and standardized lesson plans.

Hasley said her supervisor asked the school's counselors to spend the majority of their day teaching lessons on social and emotional skills to students in classrooms, leaving little to no time for individualized counseling.

"When you have students that have needs that you have to accommodate, and the school does not give you the ability to accommodate them, that's unethical," she said.

Hasley believes the leadership shake-up of the district has created a hostile culture, and if HISD wants to remedy its counselor shortage, it should address the root of the problem, rather than lowering the bar for entry.

"A lot of people have left because of the social and emotional unrest they're feeling. It's almost like every day, you feel you're at war, and that takes a toll," she said. "If you're not feeling secure in your own social and emotional state as a counselor, how can we take care of others?"

HISD currently has 16 vacancies for counselors. HISD's board approved a similar strategy to address its teacher shortage earlier this year when it voted to seek a waiver that would allow it to hire uncertified teachers. Meanwhile, Superintendent Miles continued to espouse his commitment to quality teaching in the district and the creation of a "high-performance culture." At New Education System schools, Miles stressed the need for a "hospital model" that allowed teachers to focus on teaching by delegating tasks like making copies and grading papers to teaching assistants – much like surgeons are allowed to solely focus on surgery within a hospital setting.

"You would never think to get a waiver for a doctor's credentials, so we shouldn't do it in education either," Hasley said. "Why do we have rules and regulations in place if we're just going to waive all of them?"

The board will vote on the measure at its regular 5 p.m. meeting on Dec. 14.
